Isn't one of the meanings of irony that there is incongruity between what might be expected and what actually occurs? I thought it was ironic that (mostly absent) New Orleans citizens were being exhorted to donate money to help victims of a flood. C'mon, throw me a bone here....

Oh, how stupid of me, I didn't realise it was in New Orleans (because I spent the time trying to read the image rather than the text).

It would have been really ironic, if it was erected after Katrina.
