URS Wins Environmental Services Contract with the New York City Economic Development Corporation

The URS Division has been awarded a two-year, $2 million indefinite delivery/indefinite quantity (ID/IQ) contract with the New York City Economic Development Corporation (NYCEDC) to provide turnkey environmental support services. The NYCEDC participates in a variety of projects that stimulate economic growth and vitality in the city of New York. Its real estate development initiatives often rethink uses of strategic and/or underutilized property for economic development purposes. This can include the creation of new and enhanced retail opportunities, parks and open areas, and cultural spaces that improve the quality of life in a given area. The 5 Penn Plaza office in New York City will lead this effort with support, as needed, from other URS Division operations in New York and New Jersey, including the Paramus, Burlington, Clifton Park, Buffalo and 1 Penn Plaza offices.

URS will provide environmental support services at city-owned properties and at properties potentially to be acquired by the city. This is URS’ first environmental services ID/IQ contract with the NYCEDC after having provided construction management and geotechnical engineering support services to the agency in the past.

"This contract is especially exciting given the wide variety of environmental support services that will be required from URS," commented Project Principal Kurt Stokes. Services include environmental due diligence, environmental support for waterfront property renovation and dredging, rail yard and other brownfield site redevelopment, asbestos and lead-in-paint survey and abatement design, and environmental remediation. "We’ll also review proposed environmental regulations and how such regulations could affect the city as part of the environmental compliance and permitting support services we provide."

One of the first assignments under the contract will likely involve the redevelopment of a 60-acre site Willets Point, Queens as part of the city's economic revitalization of that area. Willets Point is projected to become one of New York City’s next great neighborhoods, with retail and entertainment amenities, a hotel and convention center, mixed-income housing and public open space. The new Citi Field Stadium for the NY Mets is immediately adjacent to this area.

Key members of the project team include Project Principal Kurt Stokes, Project Manager Robert Wolff, Senior Technical Principal George Leahy, QA/QC Manager Sherri Albrecht and Certified Industrial Hygienist Bharti Ujjani.

Think of it as a Not-To-Exceed contract. The NYCEDC is authorized to hire us - using negotiated time & materials rates - to do whatever work they decide they want us to do, until they rack up $2MM in charges. We bill them for Work Completed chunks of the $2MM.
