In Playmobil's defense, that "tourist" is obviously some kind of dadgum forrinur. Look at that striped shirt! That yellow jacket and red pants! The friggin' scarf! I bet they're a Frenchie! Confiscate their luggage, break out the cavity search, and deport their ass!

I must disagree with your reasons for believing the tourist is foreign. You should go play "guess the country of origin!" in midtown. The more colors a person is wearing, the more likely they are American.
However, the cut and variety of the clothing does identify him as a foreigner. An American would never wear a blazer with that girly cut.
